St. Clair County Road Commission Road Improvement Millage Renewal

For the purpose of raising funds to be used to improve and maintain roads, streets and highways within St. Clair County and for use as matching funds necessary to obtain State and Federal highway improvement aid for use in St. Clair County, shall the one-quarter (.25) mill ($.25 per thousand dollars of state taxable valuation) levy upon the total amount of taxes which may be assessed in one (1) year upon all property within the County of St. Clair, Michigan, be renewed for four (4) years, 2016 through 2019, inclusive?  Based on the State of Michigan taxable values of real property, this millage would raise an estimated $1,407,060.00 in the first year the levy is renewed.

Federal Aid Eligibility

There are Federal aid eligible roads/bridges throughout the county that qualify for a 95%/5% match on bridges and an 80%/20% match on roads.

For every dollar invested by the Road Commission, approximately four dollars of federal funds are received.

Millage Renewal

The 1/4 millage renewal will generate approximately $1.4 million.
     *  The Road Commission would receive approximately $1.05 million
     *  Cities & villages would receive approxiamtely $350,000
     *  The millage would be 4 years, January 2016 thru December 2019

Millage dollars will "free-up" funds previously used to match federal dollars.
     *  Allows for continued increased funding for various programs
               *  LRFAP  +$250,000
               *  Local Ditching +$230,000
               *  Local Limestone  +$460,000
               *  Paved Surface Maintenance, etc.

1/4 mill equates to $25 per $100,000 of taxable property value.  (For example: a resident whose home has a market value of $100,000 and a taxable value of $50,000 would pay $12.50 per year.)
