Kirk Weston
The Managing Director is the Chief
Executive Officer who oversees all operations and
activities of the St. Clair County Road Commission and the
St. Clair County Department of Public Works.
This office initially handles all calls,
contacts, mail, agenda material, etc. for all Boards and
Commissions of the St. Clair County Road Commission and
Department of Public Works.
This office is directly responsible for
the Operation and Maintenance of the

St. Clair County
Wastewater Treatment Plant in Algonac and the water
distribution system and sewage disposal system (lagoon) in
the St. Clair County Air Industrial Park.
The St. Clair County Department of Public
Works assists various municipalities in obtaining grants
for construction of sewage disposal and water treatment
facilities. The grants are obtained from federal and
state sources.

Gregory Owens
The Director of Internal Services manages
the operations of the Accounting Department, Information
Systems, Purchasing and the overall management of the
office including insurance and human resources
administration.

Director of Engineering
Reports directly to the Managing Director |

James R. Warner
The Director of Engineering is responsible
for all county road construction engineering and
inspection work accomplished in St. Clair County.
All federal or state aid or grants are obtained and
administered by the Director of Engineering. Also
included in the responsibilities are overseeing activities
of the Permits Department, traffic surveys, abandonment
proceedings and various road inspection functions for the
Michigan Department of Transportation.

County Highway Engineer

Michael J. Clark
The County Highway Engineer is responsible
for the design engineering for county & bridge
projects.
